Building school communities that enable Black students to thrive!

We work primarily in Montgomery County, Maryland - the largest and most diverse county in the state of Maryland with over 200 schools serving over 160,000 students - 35,000 of whom are Black.
***
The mission of the BCEE is to free every Black MCPS student to achieve and to be their personal best both within and outside of schools that are safe, equitable, and supportive of their well-being.
***
Our goal is to move school systems and leaders from merely measuring achievement and equity "gaps" to closing them rapidly and permanently.
***
We combine academic, organizing, and practical expertise with the lived experiences of Black students, parents, guardians and teachers to address and eliminate racism, anti-Blackness, and the damaging inequities which enable those gaps to persist.
We are a 100% volunteer-run non-profit organization.
The BCEE community has grown to include over 800 Black MCPS students, parents and guardians, staff, and administrators, as well as a diverse group of volunteers and supporters.

Our all-volunteer staff was amazing.
Our many supporters were so generous.
Thank you to the ministry team at The People's Community Baptist Church for hosting and working hand-in-hand with BCEE.

<< KEY CONCLUSIONS >>
"MCPS’ budgeting and staffing practices disproportionately harm Black and Latinx students."
"While eligibility for EML services is a strong predictor of student performance, race and ethnicity are often stronger predictors of student performance than either eligibility for special education or FARMS, especially for Black and Latinx students."

The BCEE Leadership Council introduced the Black Apple Ballot to help all county residents to #VOTESMART and make sure they deliver on their stated commitments to Black students, staff, and families.

At BCEE, we believe that every student has the potential to succeed. We strive to create an inclusive and supportive learning environment that empowers Black students to reach their full potential and achieve their goals.
